it is not something you eat in the evening. PMMAC is NAVAIR's contract for
Program Management, BFM Support, and Technical Support. Federal Acquisition
Streamlining Act of 1994 (FASA) made multiple awards a preference where:
(1) no synopsis of task orders is required, (2) Competition for task orders
is only among the awardees, and (3) no protest on task orders is allowed.
This contract is for NAVAIR's exclusive use and is therefore not available
to other Federal agencies. (We have other contractual vehicles that can
accommodate any Federal entity - please ask for more details.)
The
intent of multiple award contracts is to award contracts to technically well-qualified
contractors in order to sustain competition and obtain the best value on
task orders throughout the contract period. Multiple award contracting
allows the Government to procure goods and services quickly, using
streamlined acquisition procedures while obtaining the advantage of
competition.
Task
order procedures are simplified and standard PID process will be used. Task
Orders will be competed among PM MAC offerors, within a given Lot. PMs and PCOs will determine the most appropriate
selection criteria. (e.g. price – traditional evaluation factors) and PM
MAC Lot. (Seeking to maximize the use of streamlined electronic proposal
submissions.) Task Orders can be issued for a base year period, and have up
to four (4) one year options.
TeamTPS
is in Lot II - 8(a). However, there is no 51% requirement. That means the
sponsor gets full 8(a) credit while using our contract. Since, 75% of this
program is earmarked for small business (That's PMMAC as a whole!), by
using TeamTPS you'll be sure to be complying with the intent of the
contract.
